To keep game play simpler and to keep the playing field more level all Vampire PC's cannot be higher level Generation than 9th.

If you do not spend the points in background to bump your characters generation up. You will start at 13th Generation. For every additional Generation you wish to go up its one point you must spend.

Whats the difference between a 13th-9th Generation Vampire?

The main difference is the blood pool size.

A 13 th Gen vamp has a blood pool of 10
An 12th has a blood pool of 11
A 11th has a blood pool of 12
a 10th Generation vampire has a blood pool of 13
and a 9th Generation vampire has a blood pool of 14

Blood pools determine how much blood you can take in absorb and use for your vampire abilities and other feats (ie making and feeding you pet ghouls etc)
